2. Application process

  1. Online application : Open the official website of "Suzhou Industrial Park Enterprise Development Service Center" (http://sme.sipac.gov.cn

)-Enterprise user login-business solicitation platform, select "Notice on Declaring Special Funds for 2021 National Foreign Economic and Trade Development (Import Discount Matters)" and click sign up to enter the filling page to download the template file and upload and upload the relevant attachments.

  2. Submission of paper materials : The applicant enterprise (unit) shall submit the paper materials in quadruplicate , glue them in order and submit them to Window 4 of the Enterprise Development Service Center of the Park (2nd Floor, Market Building, No.168 Wangdun Road, Park). Note: In paper materials, the index page of the application materials must be printed from the collection system on the official website of the Enterprise Service Center, and glued on the last page of the application materials.

Each page of the application materials needs to be stamped with the official seal of the company and the seal of the riding seam . The signature column of the legal representative or authorized person of the applicant enterprise must be hand signed in the materials, and the name seal is invalid; if it is signed by the authorized person, the original authorization letter hand-signed by the legal representative and stamped with the company seal must be submitted.

  2. In the Application Form for Import Interest Discount Matters (Attached Table 2-2), if there are technical parameter requirements for imported products, the actual parameters corresponding to the product should be filled in the "Commodity Technical Parameters" column, and the parameters should be indicated in the attached Page number in the material.

  3. If the "Imported Goods Declaration Form" or "Foreign Exchange Payment Voucher" uses non-US dollars as the denominated currency, the import amount shall be converted into US dollars. The conversion rate is calculated in accordance with the "Conversion Rate Table of Various Currencies to the US Dollar" published by the State Administration of Foreign Exchange at the end of June 2021 (the website of the State Administration of Foreign Exchange: http://www.safe.gov.cn).

  4. Foreign language materials need to be attached with Chinese translation.
